The reason is sometimes my todo is like an infrastructure related task that will affect multiple projects.

Think projects as verticals and such infrastructure tasks as horizontals.

The horizontal infrastructure may or may not have progress cookies that are per affected project.

which impacts 4 projects and therefore has a progress of 0/4

I know TODO dependencies use org-edna. so was wondering if i also need to use another package.
